Windsurf is the AI-native code editor originally built by Codeium, now operating under the name Devin Desktop after being acquired by Cognition AI. Windsurf launched in late 2024 as a VS Code fork designed from the ground up to make AI a first-class collaborator rather than a bolted-on extension, quickly becoming a direct competitor to Cursor. After a chaotic mid-2025 acquisition battle that saw Google hire away Windsurf's CEO and co-founder in a $2.4 billion deal, Cognition AI, the maker of the autonomous AI engineer Devin, acquired Windsurf's IP, brand, and remaining team in July 2025. On June 2, 2026, Cognition rebranded the product to Devin Desktop, folding Windsurf's editor foundation into a broader vision for managing fleets of AI coding agents.

At the center of the original Windsurf experience was Cascade, an agentic engine that maintained flow-aware context of a developer's recent files, terminal output, and errors to execute multi-step coding tasks with minimal prompting. Under the Devin Desktop rebrand, Cascade is being retired (fully by July 1, 2026) in favor of Devin Local, a completely rewritten, Rust-based local agent that is up to 30% more token-efficient and supports newer capabilities like subagents. The product now centers on an Agent Command Center, a kanban-style board that lets developers track running, waiting-for-review, and completed sessions across both local agents and cloud-based Devin jobs from a single surface, alongside familiar editor features like Supercomplete predictive completions and millisecond-fast codebase search via Fast Context.

Devin Desktop remains fully backwards-compatible with Windsurf: existing users received the rebrand as a standard over-the-air update, with plans, pricing, extensions, and settings carried over automatically, and Windsurf for JetBrains continues as a separate plugin. The platform supports the Agent Client Protocol (ACP), letting developers run third-party agents like Claude Code and Codex alongside Devin's own agents within the same IDE. Enterprise customers including Ramp, Harvey, NVIDIA, Modal, and Intact Financial have adopted the multi-agent workflow, and Cognition reports the combined platform serves more than 1 million developers and 4,000+ enterprise customers.

This tool is best suited for individual developers and engineering teams already comfortable with agentic, AI-first coding workflows who want to manage multiple coding agents (local and cloud) from one place, rather than developers who specifically want the original, simpler single-agent Windsurf/Cascade experience, which is being phased out. Teams evaluating it should budget time to adjust to the new Agent Command Center interface and confirm whether their compliance requirements (HIPAA, FedRAMP, CMMC) need the self-hosted enterprise deployment option.

Devin Desktop, formerly Windsurf, offers a Free plan at $0/month with unlimited access to Cognition's SWE-1.6 coding model and limited Cascade/Devin Local flow actions. The Pro plan costs $20/month and is the most popular tier, unlocking higher usage limits and access to premium models like Claude and GPT. A Max plan is available at $200/month for heavier usage. Teams pricing is $80/month as a base fee plus $40/month per full seat. Enterprise pricing is custom and includes SOC 2 Type II certification, SSO integration, audit logging, centralized admin controls, and a self-hosted inference option for HIPAA, FedRAMP, or CMMC compliance needs. Existing Windsurf subscribers kept their original plan pricing unchanged after the June 2026 rebrand to Devin Desktop.
